Annotation: This document will provide guidance for the management of over 554,000 acres of public land and an additional 167,000 acres of Federal mineral estate administered by the Bureau of Land Management (BLM) in Kane and Garfield Counties in south-central Utah. APPENDIX 1—BEST MANAGEMENT PRACTICES FOR LAND USES: "BMPs described in this appendix are designed to assist in achieving RMP goals and objectives. These BMPs could apply, where appropriate, to all use authorizations, including projects initiated by the Bureau of Land Management (BLM)" (page A1-1); APPENDIX 2—BEST MANAGEMENT PRACTICES FOR RAPTORS AND THEIR ASSOCIATED HABITATS: "These BMPs, or specific elements of the BMPs that pertain to a proposal, should be attached as Conditions of Approval (COA) to all BLM use authorizations that have the potential to adversely affect nesting raptors or would cause occupied nest sites to become unsuitable for nesting in subsequent years" (page A2-1); APPENDIX 3—SURFACE STIPULATIONS APPLICABLE TO OIL AND GAS LEASING AND OTHER SURFACE DISTURBING ACTIVITIES: "This appendix lists surface stipulations for oil and gas leasing in the Approved Resource Management Plan (RMP). These surface stipulations will also apply, where appropriate and practical, to other surface disturbing activities (and occupancy) associated with land use authorizations, permits, and leases issued on Bureau of Land Management (BLM) lands." (page A3-1)

Appendix 1: Recommended - "BMPs are dynamic and should not be interpreted as specific direction at the same level as RMP decisions. BMPs are selected and implemented as necessary, based on site-specific conditions, to meet resource objectives for specific management actions." (page A1-1); Appendix 2: Recommended: "...spatial and seasonal buffers should be considered as the best available recommendations for protecting nesting raptors under a wide range of activities statewide." (page A2-2) Appendix 3: Required: Industry is required to follow stipulations attached to a particular lease. "Three types of stipulations could be applied to landuse authorizations: 1) no surface occupancy (NSO), 2) timing limitations (TL), and 3) controlled surface use (CSU)." (page A3-1)
Ownership: Federal - "This Record of Decision (ROD) approves the Bureau of Land Management’s (BLM’s) proposal to manage the public lands within the Kanab Field Office (KFO) ..." (page 1); " ... the BLM will make decisions only on lands that fall under BLM jurisdiction (including subsurface minerals)." (page 2) "The Approved RMP does not contain decisions for the mineral estates of land administered by the BLM Kanab Field Office for Forest Service lands located in the planning area, for lands under the jurisdiction of other Federal agencies, or for private or State-owned lands and minerals. RMP decisions for the surface estate only apply to BLM managed lands, even where these private or state lands are shown on a map included in the RMP." (page 16)
