Text: Designation of Seasonal Habitats: "On federal lands, the 0.6 mile radius area around a lek in breeding habitat could be defined as an area of No Surface Occupancy (NSO) or Avoidance Area (AA). Every possible opportunity to avoid or minimize the impact should be exhausted to prevent development in this area, but allowances are provided in these guidelines. [See attached map]"
