Title: Conduct surveys when plant species can be accurately identified
Text: Pre-Ground Disturbance Fieldwork Phase: 3. Field botanical surveys should be conducted at a time when the plant species of concern can be detected and accurately identified. In some cases multi-year surveys are necessary. For example, in dry years some ephemeral annuals (such as Phacelia submutica) may not germinate and produce plants, but they are still present at the site in the seedbank."
