Annotation: TheDraft Resource Management Plan/Draft Environmental Impact Statement (RMP/EIS) describes and analyzes the impacts of four alternatives for managing the public lands administered by the Vernal Field Office in northeast Utah. The alternatives provide management recommendations to guide the multiple-use management of all resources. Appendix K describes lease stipulations for all surface-disturbing activities. Surface disruptions include light and sound, soils, vegetation, river corridors, riparian, visual resources, wildlife habitat, deer, else, raptors and sage grouse. This appendix identifies whether surface stipulations could be excepted, modified, or waived by the authorized officer.

Recommended -- An EIS evaluates alternatives and does not include a decision to implement a particular alternative. Unless specific practices are explicitly noted in the NEPA document as "required", this website considered all management practices in a draft or final EIS as "recommended."
