Text: "38. Spills ... If a spill or release impacts or threatens to impact surface water or a water well, the Operator shall notify the affected or potentially affected owner immediately following discovery of the release, and the spill or release shall be reported to the Town and to the surface water or water well owner within twenty- four (24) hours of becoming aware of the spill or release."
